Thank you for the opportunity to represent you and the other constituents of our District. Serving as your council member for the past four years has been both rewarding and challenging.  The experience has further fueled my commitment to the voters in District 25.  Much has been accomplished to improve our area.  However, new efforts must be pursued to maintain and better our community.  As election time approaches, we face greater opposition. 

I remain committed to working hard for you!

With the assistance of dedicated community leaders, numerous home associations and countless concerned individuals, I have endeavored to tackle some of the issues facing District 25.  We have worked to provide water and sewage access to those areas and residents previously without these services.  Our efforts also included an additional stop light, traffic control signage and widened roadways.  Each of these much needed improvements has helped to alleviate traffic congestion in our area. 

At the request of several neighborhood associations, we have successfully lowered the speed limit within certain subdivisions to better protect our children and families.  We have also partnered with the City of Indianapolis to address the problem of abandoned homes, ensuring that vacated spaces are boarded up in a timely manner, and that the area is cleared of trash and weeds. 

These are just some of the many ways I am working hard for you!

Unfortunately, there is still much work to be done!  Some of the most important issues in District 25 include:

Public Safety - Increasing Crime Rates 
Property Tax - Highest Tax Rates in Marion County 
Economic Development – Commerce and Industry
Infrastructure – Bridges, Roads, Water, and Sewers
Zoning – Directed Growth and Planned Development

The City of Indianapolis is facing a crime crisis.  Despite efforts to improve public safety through a combined Indianapolis Metropolitan Police Department, crime rates continue to soar.  Serving on the Public Safety Committee, I have continuously fought for law enforcement initiatives which would provide more police, stricter prosecution of felons and adequate jail space for offenders. I am fervent about public safety in Marion County.  We cannot ignore the glaring problem of escalating crime in our City.  I want to ensure that our neighborhoods remain safe for families and children.  One way I hope to accomplish this is by making sure that the recent consolidation of the Marion County Sheriff's Department and the Indianapolis Police Department does not leave our community with less police protection than it had prior to the merger.  Police consolidation is a reality and we must strive to ensure that it is a success by holding the City of Indianapolis accountable for promises of improved law enforcement.

Property taxes in our district are among the highest in the county.  As the City-County Council representative for District 25, I am diligently working with various organizations within our community to expand economic development.  Attracting commercial business and creating an environment favorable to economic growth is essential to alleviating the tax burden facing residents in our area.  With the addition of new neighborhoods, we must encourage commercial development to offset the cost of public services.  I am also dedicated to finding better ways of funding city government other than dependence on property taxes. 

Working with City leaders, I am committed to making sure that the infrastructure of District 25 is continuously reviewed and updated accordingly.  Upcoming changes to District 25's infrastructure are on the horizon.  Additional water and sewage lines will be installed for residents who have previously not benefited from such city services.  These forecasted improvements are expected to help alleviate some of the drainage and flooding problems in our area. 

After years of being neglected by the City of Indianapolis, the roadways in District 25 are finally receiving some of the attention they deserve.  We still need more improvements on our roadways and bridges.  I will continue to fight City Hall for our fair share.

It has been my privilege to serve you on the Indianapolis Marion County City-County Council.  I am passionate about representing the conservative values and shared interests of District 25 voters like you.  We are facing a struggle to maintain our voice in city government.  Your vote is critical!  To ensure that your voice is heard, please cast your vote for Lincoln Plowman.  I am confident that we can succeed.  However, winning an election without financial support is impossible.  Campaign expenses can be considerable.  Advertising and exposure are necessary to ensure a victory on Election Day.

I am asking for your support in the upcoming election.  Please review the enclosed materials, which detail some of the ways you can help make certain your voice is heard on the Council.  If possible, please consider making a campaign donation, displaying a yard sign or volunteering for the Lincoln Plowman Committee.
