Lincoln Plowman is the City-County Councilman for District 25 in Indianapolis, Marion County. He has been your City-County Councilman since January, 2008. He currently serves as the Chairman of the Metropolitan Development Committee and is a member of the Rules and Policy and Committee on Committees.  He has served in the past on the Public Safety, Law Enforcement Consolidation, Administration and Finance, and the Children's Health Committees.

Lincoln has been involved in the community for numerous years by volunteering in church organizations, and community events. He has even served on the Marion County-Indianapolis Board of Zoning Appeals.

Lincoln is an eighteen year veteran of the Marion County Sheriff's Department. After the Indianapolis Police Department and the Marion County Sheriff's Department merged on January 1, 2007 he was put in charge of in charge of second and third shift robbery on the new Indianapolis Metropolitan Police Department and then as the Commander of the Vice Investigations section.  Lincoln is currently the Assistant Commander for the Investigations Division.  He is a 10 year veteran of the United States Army.
